I was wondering if there is a way to have a button or a list, so that when a site visitor wants to contact a certain department i.e.
Treasurer
Secretary
President etc.
The administrator has disabled public write access.

Yes, you can. Just define an "Email list" field and add the names and the emails in it as explained on the instructions from the right side of the field window.

I set it all up, but it doesn't send an email to the specified person.
I used and changed to suit the example: Service department:service@algis.ro;Sales
The site is ncci.com.au in contact us. Please help.

I don't understand what example you posted there.
The idea is to have each department followed by it's email address.
Also make sure you have the parameter "Send message" activated.
